Quality is the systematic monitoring and evaluation of learning and teaching, and the processes that support them.

The Learning and Teaching Academy manages and supports the institutional engagement in external quality assurance and reporting activities (e.g. ELIR, QESR, SQA reporting).

It is a requirement set by the Scottish Funding Council (SFC) for all tertiary (formal post-secondary education, including public and private universities, colleges, technical training institutes, and vocational schools) education providers across Scotland delivering SFC funded curriculum to engage with.

Tertiary Quality Enhancement Framework (TQEF)

Designed in collaboration with the sector, the Tertiary Quality Enhancement Framework (TQEF) is designed around a set of six guiding principles:

  • Excellence in learning
  • teaching and assessment
  • Supporting student success
  • Student engagement and partnership
  • Enhancement and quality culture
  • Externality.

Tertiary Quality Enhancement Review (TQER)

Launched October 2024 by QAA Scotland the Tertiary Quality Enhancement Review (TQER) is a new quality assurance and enhancement review approach replacing the previous Enhancement Led Institutional Review (ELIR) method and the Quality Enhancement and Standards Review (QESR) and comprises five delivery mechanisms of quality enhancement and assurance.

Elements of the TQER:

  • External peer review and follow-up activity (Tertiary Quality Enhancement Review). This is delivered on a 7-year cycle
  • Annual Quality Engagement (AQE)
  • Institution-led quality activity (ILR)
  • Scotland's Tertiary Enhancement Programme (STEP)
  • Use of data for evidence and reporting.

Self Evaluation and Action Plan (SEAP)

One of the key elements of the TQEF is the Self Evaluation and Action Plan (SEAP) which every institution is required to complete annually. The SEAP reports on the institutional quality arrangements to support teaching and learning on an annual basis. The SEAPs will provide an ongoing reference point and provide core evidence to support the QAA peer led external review and annual quality engagement.
